How do you replace a fog light bulb on a 2004 Jeep Liberty?

I removed the access panel to the fog light behind the bumper and I disconnected the wire to the light bulb. The only problem now is that I can not remove the light bulb. Does anyone know how the light bulb is removed. I tried twisting it but it won’t turn.
